Graduated from Tbilisi State University, Department of International Law. In 2003 she was a Hansard Research Scholar at the London School of Economics and Political Science. There she wrote a research paper on Freedom of Information Legislations in UK and Scotland. She has worked as a researcher for the UK based Campaign for Freedom of Information, working on analysis of court decisions on FOIA issues of commonwealth countries. Since 1999 she has worked for the Liberty Institute, a Georgian non- governmental organization. During her three years at the Liberty Institute she assisted in drafting the Law on Freedom of Speech and Press and Broadcasting draft Law.
