He earned a Bachelor of Law degree from HKBP Nommensen University in Medan and obtained a Master of Law degree from Padjadjaran University in 1992. He is the founder of SEAPA's office in Jakarta. He is presently an advisor to the Indonesia Media Law and Policy Centre.
