Prof. Andrei Richter was elected to the Commission in April 2003.
He is Associate Professor in Mass Media Law and Journalism at the Moscow State University's School of Journalism. He is also the Director of the Media Law and Policy Institute in Moscow and the Editor of "Zakonodatelstvo i praktika mass media", a monthly journal on the law and the practice of mass media.
Prof. Richter is a Trustee of the Glasnost Defense Foundation. He is also Chair of the Law Section and member of the International Council of the International Association for Media and Communication Research (IAMCR).
Prof. Andrei Richter was Research and Education Co-ordinator for the Russian-American Press and Information Centre from 1994 to 1996, a United States Representative in Moscow for the International Commission on Radio and Television Policy, as well as an interpreter for the USSR State Committee for Foreign Economic Relations.
He is a member of numerous international professional organisations and editorial boards and has published widely on mass media and media law.
Prof. Richter holds a PhD in Journalism from the Moscow State University, a Masters Degree in English and a law degree from the Russian State Academy of Public Service.
