MEMBERStop :: The_Netherlands :: McGonagle_T The NetherlandsTarlach McGonagle studied Law and French at the National University Ireland, Galway (including one year at l'Université de Poitiers, France) and International Human Rights Law at the University of Essex, England. He has worked as a journalist and as a language teacher (teaching both English and Irish at l'Université Charles-de-Gaulle-Lille-3, France). He has worked as an intern for the Irish Council for Civil Liberties, the Council of Europe (in the Private Office of the Secretary General of the Council and for the Political Affairs Committee of the Parliamentary Assembly), and as an intern and Consultant for ARTICLE 19, Global Campaign for Free Expression. He is currently a Ph.D. candidate at the Institute for Information Law in the University of Amsterdam (IViR) and his thesis examines the interface between the right to freedom of expression and minority rights. He was also one of the independent experts involved in the drafting - at the invitation of the OSCE High Commissioner on National Minorities - of a set of international Guidelines on the use of Minority Languages in the Broadcast Media (2003).
